yes, the overall bandwidth per second is lower than the peak possible bandwidth of the fast memory. that is still not even remotely comparable to what the 970 did, as that card inevitably ran into compatibility issues where part of the memory was simply not detected at all by the game, making it effectively a 3.5GB card. and on top of that, the memory speed difference was insane. it was a fraction of the speed of the rest of the VRAM, while on Series X, all it really does is push down the average GB/s by maybe ~20% at most, if even that.
the VRAM setup of the 970 meanwhile, when it was actually detected correctly by the game, could completely crash the speeds and introduce massive stutters whenever the slower memory was accessed.
