Silencer has 16 base AGI + 48 gained AGI (16 * 3) = 64 / 100 = 0.64 increased attack speed (IAS).

The base attack time (BAT) for Silencer is 1.7.

Attacks per second = (1 + IAS) / BAT

(1 + 0.64) / 1.7 = 0.96 attacks per second.
