I just double checked and you are correct. They seem to be rotating the skybox as well as applying some sort of morphing target for colors in accordance with the lighting system. I was just erroneously conflating "dynamic" with "volumetric" for some reason.
It's as you say though: it's nothing to get stuck up on. I wonder if they'll have some sort of morph target to the clear blue sky as well. I hope so. I really liked the look of it.
Also, once again, why did they remove the option to disable the enemy radio? Is there a reason why the alert is instantaneous?

I just had a crazy thought. I'm starting to think that Big Boss was moved from the post crash hospital to the Cypriot hospital by the Patriots. I think they're working towards saving him from Skullface et al. Ocelot is some how in on this which is why he's conveniently there to save Boss from the XOF forces.
