The fact that favorite son Triple H isn't the first name in Tier 1 makes this list invalid.
Bryan fucked that up, by not tilting it more. The thing barely changed angles at all.
Bryan isn't tier 1 for the same reason Rock isn't. He isn't wrestling right now. He was tier 1, but he may no longer be so. We don't know how he'll be treated when he gets back.
He belongs in the ? Tier.

Everyone involved fucked that up. The person who came up with the spot. Kane. Bryan. Camera men. Announcers. That match, that spot, all of the spots, were boring as fuck. I don't understand how two guys with so much chemistry as partners can have so little chemistry as opponents.

Triple H WOULD be tier 1, but he lost clean in his last three matches, which knocks him down quite a bit as a wrestler.

I'd say it's very valid.
I'm obviously biased, but I liked it. It had wacky spots that may not have done as well as they had hoped, but it was better than what we usually get with guys going off on near finishes and multiple finishers with the announcers yelling, "Can you believe how great this match is?!?!?!"
It's rare to get this kind of match these days.

WWE Does have a "You're not allowed to touch the staff who haven't been trained to take bumps" Rule. Cryme Time was fired for performing their finishing move on a ref who wasn't trained to take bumps. Cade and Murdoch decided to pull a rib during a house show and had the ref count them out super fast. Cryme Time reacted by hitting their finisher on the ref then selling his belt to the crowd. They were immediately fired for violating the "no touchy the non bump trained staff" but were hired back when Lashley, Krystal, Booker and Sharmelle all quit/got fired on the same day because "Holy crap, we have no black wrestlers to job anymore".
