I don't see why it couldn't be scaled down. The essentials of a fighting game are pretty minimal. UMVC3 and SFxT were scaled down but looked good and played great.
The cross play thing for SFV wouldn't be a problem for Vita either. SFxT and PlayStation All Stars both had it and they're already doing the coding to add PC to the mix.
Potential sales are the roadblock. It depends on how much Sony wants to continue to push Vita.

The audio block doesn't happen when you use Livestreamer to watch the archive, so even if it does get muted you could just use that and then save the stream. :3
