PC modding not possible for GTA 5?

Everyone knows how big modding was for GTA4.

However for GTA5 it looks like Rockstar really locked it down.

I asked Boris who makes those ENB graphics mods for Skyrim, GTA4 and heaps of other games and he just said this:

I was wrong. Rockstar did everything to prevent modding of GTA5, so at this moment impossible to do anything via editing game files. All my buddies modders share the same opinion, that GTA is short living like any other game whithout mods, so i do not care about modding it unless:
1) modding will be possible by changes in future patches or when drm and encryption will be hacked.
2) when game will have stable patch which works for every player.
3) i don't see much potency to modify the game, just a few minor changes without "wow" effects, just make it possible to tweak everything is definetly not for first day players, so better give it some time and see, perhaps game will be dead very soon (see p1).
4) at this moment i have so many problems, that first question is for me how not finish in suicide.

Update with more info from OpenIV dev on the gtaforums:

Okay folks, the first thing you need to understand and always keep in mind:
Rockstar are AGAINST modding. So far they did everything they can do prevent it or make it harder.

Here is no good news. GTA5.exe is encrypted or/and obfuscated to make it harder to reverse engineering it.
At the current time we didnt get encryption key for RPF yet.
Now here is no easy way to get key. It will take time.
As soon as we will get at least something I tell about it here or in OpenIV social networks.

Okay guys, we know you are excited to see modding in GTA V but upcoming OpenIV release will be lack of editing features. We are do everything we can do release it as soon as possible.

Please keep in mind it is not easy to do it now. As I say earlier Rockstar is trying to prevent modding at all because they too much cared about GTA Online and I guess shark cards.

The PC version of GTA V is used new encryption algorithm, I don't know what exactly it called so I name it "Rockstar Annoying Encryption Algorithm".
At the current time we can only decrypt data so that is the reason we can't provide editing features in upcoming update.

We are work day and night to make things possible. Please do not forget that OpenIV is not only my [GooD-NTS] achievement, we have a team here. Listener and Alexander Blade worked for two nights in a row to reverse encryption algorithm, while me and Chipsman are implementing support for new archives and integrates new algorithms into OpenIV code.

People said the same thing about gta4 at launch. I'm out of my depth here but I think in time people smarter than me will figure it out.

This was suspected beforehand (GTA Online) and became clear when I saw the folders/files.

For now I'd be happy with a no police cheat and a way to skip the horrible splash screens.

edit: Point 4 sounds like a call for help and this is not the first time we are hearing this from him, it is serious. :(

They can try, but I'm sure it'll be cracked open eventually.

Maybe tomorrow, maybe in a few months, but it'll happen.

Also, if Boris is serious about 4) I hope the dude gets help.

GTA modding takes years to get going. Don't know what people expected with 5.

R* have never supported it but people will find a way eventually.

Figured this might happen. They're preventing the entire package from being circumvented, as if one part can be, you bet your fucking ass it will bleed over into GTA Online.

One of the biggest potential setbacks of the game on PC is more accessible modding means more toxic people ruining the online portion of the game with hacks and exploits. This happened on consoles too, but to be fair on PC, you don't need modified hardware to get this done.

More important though, if that modder feels like he wants to end his life, he really should see someone and talk about his troubles.

This was to be expected, but it's still bullshit.
Jumping to conclusions so early is a bit silly, especially with the game only just arriving on PC yesterday. Give it time, just like all other non-modable turned modable games GTA V will come round.

DID I JUST BUY GTAV
FOR THE PC
AND IT NEVER HAVE AN USER CREATED OPTION TO TURN OFF THE COPS
HAHAHA IT'S OVER ROCKSTAR YOU WON MY ASSHOLE IS YOURS

Totally expected this, given the strong online component. Not really any sympathy for those that bought the game solely on the promise of über-modding that didn't see this coming.

Soon. Within a year we gon be able to start crackin into it. Depends if Rockstar patches it everytime someone cracks through.

Goddamn at point 4. Dude obviously needs to worry about other things besides GTA mods.

Was this response sent in an email or what?

If I'm remembering correctly from the time they asked him if it was possible to mod SweetFX into DX11 (it's not) he's on the brink of suicide because of the financial crisis over there.

Which is crazy to me. Honestly, the PC gaming community should open a donation for him. He's brought so much joy to the world.

Edit: Hehe, I didn't know he was homophobic. Not entirely surprising, though.

Everyone saying oh it will be possible eventually haven't seen the file structure in the game folder compared to GTA4

I did and still think its possible. I've seen online modes getting modded into games that never even had an online mode originally.

Dude needs help too.

yeah he does. dude's been crazy for years.

The difference between 4 and 5 is that 4 was a mess online-wise, in regards to busting cheaters. It was just a normal thing, hanging out on its own.

Now we have a business built around multiplayer, an ecosystem that sometimes affects everyone. It's much larger, and far more important, so they'd probably want to keep modding to a minimum.

Which shouldn't matter if I'm just doing the story, you turkeys.

Why would anyone ask him about bringing SweetFX into DX11?

If he's really from St. Petersburg, indoctrination of the anti-gay culture of Russia really must have gotten to him.

Can't say I expected otherwise. Rockstar is clearly terrified of modding. I'm glad the port turned out so well otherwise but official mod support would have been perfect. Hell, just leaving some developer settings available would have been nice. I need a higher FOV :(

That entirely irrelevant to the what anyone is talking about, so not sure why you felt the need to post it. Seems in bad taste to randomly bring up an ill intented post in response to someones concern about a person being suicidal.

If it won't be modded to heck and back I have no use for the game. Fallout 4 and TES next better support mods, at least they should launch on PC near every other platform.

In all honesty I think bringing up point 4 in the OP was a mistake too. It's a completely separate topic (and maybe threadworthy) but you're absolutely right, it brings nothing to the table w.r.t. GTA5 modding, and GTA5 modding (or absence thereof) brings nothing to the table w.r.t. discussion concerning a PC enthusiast semi-public figure's mental health.
