A new character can return in subsequent games, a guest character is, for very obvious licensing reasons, unlikely to. I never said I don't want new characters. That has never been my opinion... I am not sure why I was quoted here.
I also have a VERY hard time seeing the exclusion of guest characters as "creative stagnation".

How do you think unlocking the characters will work ?So in 7 months Capcom added 6 characters to SF4 between arcade and console (8 playable total) whereas Capcom will add 6 characters in, at the most, 10 months of DLC with SF5. I do think it's comparable but it's kind of clear development costs are higher for SF5 and/or the budget is lower than it was for 4.

- Street Fighter characters take a long time to make, especially with current-gen graphics being the way they are when it comes to development.
- Street Fighter IV started out with only 18 characters in its initial arcade release.

Well, Tekken ended up getting a popular character that isn't in Street Fighter V. I'd like to see SFV get something similar. If Nina doesn't end up making the roster for this update, then she'd be a solid choice.

I'd rather a game with a small, concise group of fully fleshed out, unique characters than a rushed cast of 40.
Roster could be considered "small" now but by the end of 2016 (maybe there will be more, who knows?!) we'll be at 22 characters which is plenty to start off with.
