Wouldn't the internet suck for people who can't read or speak English?

The internet we see is about 1% of the whole internet. Most of it is "dark". It's behind locks, passwords and hidden networks (no, not things like TOR, it's perfectly visible). There are countries with their own networks and hardly use the english one.

I have no idea why this is a surprise to anyone

it's an interesting thing, but a lot of programming languages are in english, which has some interesting knock-on effects

I have thought about that too, I am privileged enough to be entertained in all aspects of Spanish and English cultures. Their books, literature and poems, their TV shows and music, and there is some great stuff from many, many countries, I feel great that I can enjoy it all completely, and many things in a couple of other languages (French and Japanese) as I keep learning them. Like the anime earlier in the evening brought to mind, I was thinking how Steins;Gate has lots Japanese meme humor, and I loved getting some of it, and learning about the other stuff. Millennia would not be enough to learn all the intricacies of all the cultures of all the languages connected to the internet right now. I wish I could learn them all, and all languages from the past as well. On that deep note...

The answer to your question is no. There are communities in every language ever, with their own internal memes and jokes and stuff.

My company publishes virtually the entire website in 14 languages (tens of thousands of pages), translates our entire doc section into 60 languages.

It's a big fucking pain in the ass as a developer because something that looks great in english looks ass in Korean, but gotta reach your visitors!

I believe it's because the hand gesture and the expression, it does look like he's the friend in the group that is trying to keep everyone together when shit's going down.

There's a law in every non-English speaking country that forbids the translation to English of such things. Sorry bud.
 
The strictly non English community had their own things but also in today's day and age, a large part of the world learns English, so they get the best of both

I would guess "Triunfo el mal" means "evil's triumph". And according to urban dictionary "a huevo" means "fuck yes".
