In that case, I think he'd say "patched and tested", but again quotes and all, so who knows. As for whitelisting, it would only add some work to Sony's QA team, to a good benefit to every owner of the console, not to mention the goodwill it would generate for next to no effort from their end.
Think about it: Would the whitelisted game get the "Pro Enhanced" badge or not? If it did, it may be a poor demonstration of what the pro can do compared to patched games. And if it did not, it would be hard to translate the effort of testing it into any tangible value like more sales of the game or it's dlc.
There is effort in testing a game, and it depends on the thoroughness of the testing. As for goodwill... assuming that it is worth anything, there are probably more efficient ways to spend resources generating it.
