Agreed they feel a little empty. It wouldn't surprise me if the idea was floated internally. But every NPC has a schedule, a place they sleep, eat, interactions with others, etc., etc., and often even ramifications if they die. Even adding one new NPC has its challenges. These aren't "filler" NPCs like in a Witcher 3 or a GTAV. Adding another dozen people to the streets of the Imperial City alone comes with a lot of challenges. They probably decided it wasn't worth the headache and would lead to changes unfaithful to the game they're trying to replicate.i think bethedsda needs to add more npcs ,its a graphical remaster but the low npc count makes the cities look empty. that was a limitation of that generation not todays.

I would also want Morrowind, but right now the rumors heavily point to a Fallout 3 "Remaster" being next, especially since Bethesda commented on the idea.

I think the only major problem with a Morrowind remake would be the dialog. Morrowind has way more text than Oblivion and voicing all of it would be expensive as hell. They'd either have to voice it all, which I don't think will ever happen, or rework it to be composed of short phrases rather than long walls of text so they can voice the dialog without spending the budget of a whole game. But that would suck because a nice chunk of Morrowind's appeal is those walls of text full of lore and cool shit.
They could also forget about voiced dialog but I don't know if that would fly nowadays.
Get to Level 10 ASAP.
Do the Nocturnal Shrine quest.
Get Skeleton Key, never have to worry about lockpicks ever again.

All games have AI. I guess what the credits list under those sections are the people that worked on the behavior of the NPCs and all that shit.Does the game use artificial intelligence? I clicked on the credits in the main menu and as I'm watching them there's a section where it lists AI programmers and other AI roles.

That being said i hope they will implent DLSS again soon.
I was always a believer that choosing settings smart is better than having a top of the line gpu and enabling everything to max is stupid. Some settings give minimal image quality improvements but cost way too much performance.

Not having Jeremy Soule for ES6 could cost them greatly.
