As for what he actually said, I don't think many 2A supporters would shy away from agreeing with the position he stated. There is a risk created by the protection of the right, as there is with many of the other constitutionally protected rights. We are seeing right now that there is a risk resulting from 1A for instance: thousands of leftists shouting out who they want to be assassinated next and encouraging each other to do it. Amendments 4, 5, 6 and 8 (at least) all create risk which might not exist without them.
