What a lot of people don't realize is that Sony wants FromSoftware to work on it, not some other studio. And even if another developer were brought in, they couldn't really make it without the original assets, which belong to FromSoftware. Otherwise, it would just end up like another generic Souls-like.
Since Miyazaki became head of the studio, he's made it clear: FromSoftware will focus on their own IPs from now on. Sony wants them to something with Bloodborne, and Miyazaki is willing, but he has his conditions, and it seems like Sony isn't agreeing to them.
