That's just asinine. Why would you not share rejection reasons?
The result of giving reasons that explain why superior maps aren't replacing crappy ones currently in MM?
People would adjust maps so they DO meet requirements. Oh right, what a terrible idea...

If there's a "if the author would change X and Y", we'll forward that to the author. And that has happened, and it resulted in the map ending up in matchmaking.
Any outright rejection reasons (if a map even gets one) are not shared since nobody is allowed to share any direct quotes/feedback from any CC or 343 employee shared in the process, and this is to allow everyone involved to be uncensored and unrestrained in their feedback without having to deal with public emotions. The CC in charge of the map then reformats the feedback to the mechanical points of discussion and sends it to the author for changes.
We're pretty open about requirements. Split screen minimums, which gametypes a map needs to support, the playlist we're currently targeting. A map can be marked for not be included into matchmaking at any phase, from anywhere from the CC level, to the 343/Bungie liason level, to the 343/Bungie QA team level, for any reason, and all 3 have happened.
I know the opaqueness can be annoying but it does allow us to be quite flexible and fast. We have our own opaqueness to deal with where it seems maps are submitted to the ether, never mentioned again nor discussed then suddenly appear. This is only the second time around for the process, handling community submissions on a major console title in a way that actually means something is still a pretty new frontier for any developer.
All I can say is the people behind Refuge should treat the map as shipped. It's in the process, live or die. Make an original map and submit that too. Talking about it more doesn't affect anything, the submissions process doesn't factor in thread postcounts and Likes. Cheerleading a map after a CC has said it's submitted is time better spent on starting another map. Let us do the cheerleading for your maps. Give us more new content while waiting for news on your previous submission.
tl;dr
