Assuming Asia is Japan yes it is a bit of an oversight, but I don't think that's it.
But PSN Asia is usually Hong Kong region and they use to use 50hz TV's (HK was under British rule until late 90's) hence why everything is in English too.
The bad news is they're using versions from there region.
Good news is Sony did put some of the NTSC versions out in PAL regions when they released them as PS Classics on the PS3 if they had those horrible black bars.(Resident Evil for example)
But if they don't and was converted for PAL. we'll probably get the 50hz versions.

Some seems inevitable, but I suspect it will be slow and gradual over years.
They’re gonna refresh the Extra catalog, so they’ll rotate out some of the big games over time.
If they take a game out of Extra, chance it’s eventually a monthly Essential game later.

Not really a great deal to show to be honest, but just in case somebody does want to see the Store listing. It does look like there are separate versions for the PS4 and PS5, not sure what the difference is, though.

In addition to what you say, maybe some of the games weren't released on that region so they took versions with same Hz (PAL).
We also have to see what and how they implemented the 'improved fps'. Maybe they did the typical emulator hack to put the 50Hz games at 60Hz. And who knows, maybe even 120Hz for tvs that support, and with related bumped fps caps.
You won't need to buy them again or to have any subscription.
If you bought digital PS1 or PSP games on PSP, Vita or PS3 you'll be able to download and play them on PS4 and PS5.
They expanded the crossbuy they had between PSP, Vita and PS3 to add PS4 and PS5.

Really cool to see online play has more or less been confirmed. That was the other feature for these I was hoping for. So between online play, shader filters, trophy support...that's a really good set-up there. Now if they throw in English translations for Japan-only releases (or can, in addition, work out a way to put up fan translations), that'd be golden.
Hope they get a good stable of PS1 & PS2 fighters on this. SF vs. Marvel, Tekken 3, Bloody Roar, Tekken 5, KOF XI, etc.

In many ways, that video I posted uses probably the worst game to use to demonstrate the quality that we'll get from PS1 games. Low resolution CGI backgrounds without being fully reconstructed using AI is always going to be a bit of a mess.
I don't know if the same games are being released across all the regions, but seeing a fully 3D game like Ape Escape or Tekken 2 should be far more useful. That and a decent quality 2D game such as the Mega Man games or a Marvel Super Heroes type game will be a better measure of the 2D upscaling that the CGI in the Oddworld games.
I own quite a few PSN Store PS1 games across different regions, but I usually went for things like Harmful Park and the like, and they'll probably never be able to be licensed again. It's much the same with Xbox now too, the games that I'm really interested in are the ones that will never be relicensed again, like my Cave shooters and OutRun Online Arcade.

I've been a subscriber to PS Now for a while now and can say from experience that 1st party games have come and gone. Games like Spiderman and TLoU2. But Sony do tell you when a game will leave.
This new subscription service might be different though and all 1st party games will stay and never be removed just like how MS treat their 1st party games on Gamepass.
