I assume that NoA did a poor job reading the market, since they didn't anticipate how well these would sell. Hence them under-shipping and making enough Amiibos to begin with (with each territory). Then them also discontinuing some etc.
TBH I never know who to blame, so it's prob just best to say Nintendo in general (as a lot of decisions happen in Japan). Although it does seem NoA has some say about their own market (to an extent).
And yeah, in terms of shipments being delayed, no idea who's fault that is. But I still don't understand why Nintendo can't do a better job communicating with their consumers in terms of a general release dates, or a release date for pre-orders. Or maybe pre-order stuff is 100% on the retailers (in terms of what day they can start opening them. Not sure if they need permission from Nintendo). If that's the case, then retailers have 100% failed people. Maybe all of this is on the retail side of things. I do know that, retail relies on Nintendo to give them shipping info (when they can get them to them, and Nintendo also sets the sale date). So that is why I'm putting some blame on Nintendo, as I have to assume Retailers to some extent, wait for Nintendo for that info.
Either way, this whole thing has been a mess. It's poorly run, and there is almost never any info. Just kind of happens. I've never seen something this bad before. So that is why I assume, Nintendo partially plays a role in this having issues. But again, maybe I'm wrong.
I honestly believe Europe just isn't selling as many and that's why there are so many in stores.
