Luigi keeps all of his brother's mobility and air control with his own "Weegee-isms" like higher jump height and fireball games while also possessing the buttons of a god. Dunno if he's anything approaching the highest tier of character in Smash 4, but he was being slept on for the longest.

I think it's generally hard to speak for what makes Luigi so potent. Mario is an all-around pretty great character right now, mostly because of his stellar air mobility but Luigi really has none of the traits that makes Mario so distinct. His traction is really awkward which makes approach occasionally hard and his air mobility is really slow, yet his aerials have some crazy properties to them and he's got a lot of ease comboing.
