980 is good enough for max 1080/60fps in this game. Just turn off the AA or use FXAA. Everything else can be maxed in my experience.
A GTX970 is doing well between 45-60 FPS (closer to 55 in most cases) with FXAA.
I don't see why people are so disappointed. This game is honestly quite good (on PC) and it is very much resembling a bigger bolder version of earlier titles. It certainly is not as buggy as AC3 was, and the story is not dissimilar to the AC2 plot. I get the people liked AC:BF, but, let's be honest, while it was a good pirate game it was not and Assassin's Creed game.
Both in AC3 and Black Flag, the architecture just didn't feel right, the watch towers were a joke and the sense of verticality and scale was lost. Boston and New York just didn't have a lot of iconic locations to explore while the Black Flag towns and islands are oh-so-forgettable. The dissonance between the core AC mechanics is readily apparent, when on one of the first islands in Black Flag you had to climb on a tiny tree trunk, from which you could barely see a part of the jungle to synchronise... seriously?
I'm not against AC evolving but if the core game mechanic is not assassinations but naval combat, it should really be spun off into a different franchise.
Despite the low scores, which Ubisoft brought on itself by being greedy and, honestly, stupid with PR, microtransactions, embargoes and console parity, this is a first proper Assassin's Creed game since Brotherhood.
This game is worth a try, and definitely worth a purchase in a couple of months when the most egregious bugs will be found and squashed.
