I actually also blame Bayley for not being able to cut a promo to get herself out of a paper bag but her issues are definitely more on booking than Ziggler's who is entirely based on that he's just been shit all year.

Bayley not being good on the mic is definitely one reason.
But on the other hand, no one could take a This Is Your Life segment mocking you as a complete nerd complete with actors pretending to be people from your past establishing you as a virgin who's never kissed anyone before and THEN proceeding to literally be beaten clean in five minutes and never getting a comeuppance on the villain and come off it completely fine and over with the crowd.

She hasn't had literally a single good one on Raw... She's not even close to a decent promo.
She hasn't not look like a geek since what day one. If someone is a decent promo you don't write them garbage or terrible segments. You book to make talent look good not to make them look bad.

This is your life happened on live TV, kendo stick on pole macth happen on pvv, she lost in her home town on a ppv. Week after week she is made to look like a geek. Ric flair couldn't survive this , Okada would couldn't , no one can. Good damn every week we have big cass and jinder give these terrible terrible promo each on tv yet they been booked way better then bayley. She could be Shawn Michaels x okada x Ric flair no is suriving that levl of bad booking. They have to understand they can't reset button the Daniel Bryan YES movement and have it work with anyone.
It worked with him because of his talent, because of his connection with the audience and because he forced the issue.
It was a combination of all 3 of those elements AND happenstance that made that a thing because he literally WOULD have been buried and the wind taken out of his sails had CM Punk not walked out on his Mania program with Triple H.
So yeah... as usual, Vince didn't learn a damn thing about why it worked with him and why it doesn't work with anyone else.
But yeah, Bayley can't cut promos. Plenty of wrestlers have gotten over without that being an essential part of their makeup, though. Usually because the booking reinforces their strengths and masks their deficiencies. That worked with Jeff Hardy, RVD, Rey Mysterio and countless others who were weak on the mic.
Neither can jinder yet look where he is.
