Good lord people, you only need the internet to start the transfer, not for the whole thing.
The transfer time is in proportion to what's on your 3DS memory. Not your SD card.
These include things like all your settings, Mii's, time records, friend codes, DSiWare (which can be stored on SD but not booted from). Obviously the longer you've had your system the more of these there will be.
Everything else is on the SD card. eShop games, VC games, Photos and Videos. It's like no ever reads anything I write.
Yes, Nintendo needs an accounts system. But you'd still need to do a transfer (of time records, Mii's, settings) even if it did. This process essentially ghosts the new 3DS with your old one. I'd say this process is better than typing in your account details and having to re-download everything again. That would take longer.
