First of all, sorry for the belated update, but the NeoGAF User-Submitted Feedback List is now updated and accurate as of this post! This brings us to a few items of business that we're going to take care of today!
Additionally, just a reminder to everyone, I wanted to go ahead and make a few brief notes on this:
It's not so much that it's illegal to do this practice, but it also has several implications when you do it. You basically tell PayPal "Hi there PayPal. We're not conducting any kind of business. This is a friend/family member/relative/something else and I am merely giving them some money." It's a little bit of a gray area in terms of legality and such. But let me explain what this does in case anyone is still curious. PayPal provides some degree of BUYER protection when you do not gift payments - as in, when you go through PayPal the legitimate way and specify things as transactions. If something goes wrong, and your item never shows up, you can file a grievance with PayPal and you'll almost assuredly get your money back as well.
I also want to be clear about a few things here. I'm not an attorney, but I know a few things about this type of stuff. It is obviously not legal in any shape or form to scam someone that gifted a PayPal payment to you. The term for crimes like that is mail fraud, which is a felony in the United States. The difficulty here would be in seeking help for being scammed through a PayPal gift transaction. You're basically screwed. PayPal literally won't help because you didn't pay their fees and thus opted out of their buyer protection. If your bank/credit card company or a police department were to investigate it, they're going to see that you labeled it as a gift and will possibly refuse to help you on that basis. You've got to be really careful about doing this kind of thing. My personal recommendation for doing that kind of thing in this thread is generally to not do it at all. But barring that, use some common sense. A brand new trader with no feedback whatsoever may not be the best candidate to utilize gifting with. A well-established trader will probably not risk potential future revenue to scam you over an item. If you don't feel comfortable gifting payments to someone, then don't do it.

Check out what I found in storage the other day! What I have here is a Resident Evil 4 Premium Edition steel book for the US PS2. Despite being packed away for YEARS, the exterior of the case is virtually flawless, save for one tiny scratch on the back of it. The discs came loose during a move, and they have a few minor scratches on them, but I can personally confirm the game works perfectly. More importantly, It still has everything with it, including the Making Of DVD, the manual, the quick Brady Games guide, and an unopened, completely-sealed Ada Wong laser art cell. Please PM offers!
