Itsuno did mention that he would like to make a new Rival Schools last year, sounded like he really wanted another shot at making a fighting game.
They've created 3 new AAA ips last gen. It's not really a feat.
Itsuno has to work at 200% to produce an action game that sets a new benchmark in a post Bayonetta world.

Itsuno needs to expand upon the DMC4 combat engine, not be content with making the same thing but with prettier graphics. That's how you push the benchmark which is what a DMC game does.
And yea Capcom totally needs to hire writers and designers for the game to reach it's max potential.
We are not going to get PS2 era Capcom again. That was definitely among their finest moments in gaming.
I'd say the number one thing Capcom needs to do with Devil May Cry is make people trust in the brand again. If that means making DMC4-2, so be it.

The combat engine, yes. Everything else, No.

Honestly I think they could for the most part leave DMC4's engine alone and just build around that more. Make Dante the soul playable character, give him a few more weapons to use, and build a bunch of really solid levels with some great bosses. If the story can be DMC3 level that will be completely serviceable.unless you bring back Vergil
