Yes and no. Whatever bribes you give them count for future bills but it does go down over time as you pass bills. Additionally, each Bill has a modifier on them that makes them easier/harder to pass so you can get a bunch to Love<3 on some bill and then see them in a later one down to Loathe immediately. They have the same amount of affection, for lack of a better term, towards you but the bill itself just temporarily changes it for that bill.
If you want to spend the time bribing them, just go to Embezzle Funds; they're all set to be dead set against the bill so anybody you get to Love<3 there will pretty much be at Love<3 for every other bill in the game. Plus, canceling out of this bill is pretty cheap on your Mana.
This process is a lot easier when you have the Rosen Queen Co. Evil Symbol since that lets you buy the items that most of them prefer (Muscles, Orbs, Glasses, Shoes namely).

Not sure if there's a base guide but basically, you subdue ("capture") Innocents by killing them when you see them in the Item World; don't worry, the game points out when they appear. It is random, though, so there's a chance you just never run into them. You'll know an Innocent is subdued when the face next to their name is the yellow happy face instead of the red angry face. When you subdue an Innocent, their value is doubled as well (i.e., 100 becomes 200).
As for the Floor 95 bit, that's for I assume the Innocent Boost item. Basically, Disgaea 4 has a new feature in the Item World in the routes. The Innocent Boost route (the smiley face marked Gates you see on Floors 5, 10, 15, 20, etc.) grant a bonus 10% to their subdued bonus up to a maximum of +190% (i.e., 100 becomes 390) from 19 total Gates.
The Innocent Boost item takes advantage of this and the new Enforcer Innocent which allows you to transfer Unsubdued Innocents. Basically, you move an unsubdued Innocent to this item you took to Floor 96 with 19 Innocent Gates and then subdue it so it goes up to 390% of the value instead of just 200%. Then, you move another unsubdued Innocent to this item, combine them, and then subdue that. Rinse, repeat.
Normally, the value climbs slowly but doing it this way will let you cap out the stat-boosting Innocents (like, Gladiators) at 19,998 in around 7-10 subdues; normally, you're looking at closer to 100.
As for using Innocents properly, just ... put them on your equipment. There's only a few exceptions (don't put certain Innocents on your Weapon if you plan to use Magichange, for example, since they won't do anything) so don't worry about it too much.
