I restarted DotA numerous times, as well as Steam. Finally, I restarted my PC and I was able to connect the first time.

You're probably best off just repeatedly trying to join. I say this as seeing how the spectators slowly increase at a fairly constant rate I assume they are using some type of load balancing that only allows a certain numbers of connections to go through at a given time. This would most likely be to prevent crashes the game if they just allowed all connections at once.

While they might, I spent the entirety of the last game attempting to join, with no avail. A restart and I get in instantly... I'll go with, for whatever reason, I was unable to join due to something the restart fixed. Too much of a coincidence for me.

Servers shitting the bed. Got in eventually for game 1, haven't been able to get in game 2 and I've been trying since it was up. Restarted game and Steam multiple times.

Mine looked bugged; the variable names show for teams instead of names/logos and I can still change the individual game predictions.

Game 2 was a joke pretty much. First game was more or less stompy. They will undoubtedly have in-client replays, and third game is up now. Starting in 5 or so minutes from this post.
