Infiltration is in my opinion the most skilled street fighter in the world. He lost, but he has all the qualities of a top player, dude probably has the best gouken in the world and it's not even a tertiary character for him.

Yeah I think it is pretty fair to call him the best. His mastery of so many characters is insane
