Oh, yeah. That's my second complaint. The music in NV SUCKS compared to FO3 and it repeats far, far too often. I got up to the point where you have the option to recruit the ex-sheriff for Primm, but I wasn't very well received at the NCRCF (didn't bother to put on a suit) so had to kill all the perimeter guards, went inside and blew Meyers' head off without realising who he was, then proceeded to slaughter every last man in the entire complex. I found some sunglasses and walked outta there feeling like the fucking Terminator. :lol
I guess the NCR will just have to look after Primm...

Unless you specifically mean at a time, in which case, it's probably to keep you from steamrolling the entire game without lifting a finger.

You're hitting a scripting glitch; as far as I know, you need to hear the radio conversation fully to get the last part of the quest What you're getting is more or less what happened to me the first time I found him, and I wound up reloading and trying again.. You may want to try waiting/sleeping 24 hours and trying again to see if that resets him.

Unless you have to do things in that order because of the first glitch.

Unlimited Companions - Chose up to 6 companions. Be careful though as you dont want to hit max so that quest NPC's can still join you
Yeah.. I love tailoring a game to my needs and wants.
Other interesting mods I havent tested:
Jaysus Swords Mod - Give you 7 different knives and swords
Adventurers New Vegas - Gameplay and difficulty balance (e.g. no rare items in random chests)
AllRacesPlayable - You can play as everything except children
RealisticPhysics - Changes over the top physics to a more realistic version
