I think Shaw will still happen. Left back is a position that needs to be sorted out quickly. He has all the qualities to be a great one.
Not so sure on Carvalho though. A lot of money for the type of midfielder LvG may not even like.
In the sense that he's good enough that it's stupid for him to be on a bench anywhere. But I wouldn't want him as a starter.

Only difficulty is to open the wallent wide enough. BVB has to compensate for Lewandowski - could have been a 1 person solution (like Lukaku) or in the more realistic case 2 players like Ramos and X (Immobile, Drmic, ...).
