Not that I agree with it, but the logic as far as I know is that the the team who plays at home for the second leg gets an extra 30 minutes of time at home.

Yeah away goal rule makes no sense, it's predicated on the idea that away goals are harder to score so should be rewarded...
But the same logic could tell you that home goals are easier to score so not scoring them should be punished, putting the other team through.

If you remove the away goal rule, and let the team with the higher coefficient get the 2nd leg at home, then in the event of the tie, the higher seeded team gets the extra time at home. That seems fair to me.
