Yeah, I opted for 4 meters. The catch is that, I porposed a mezzanine level between the ground floor and the ceiling level so I could have som Stack ventialtion on the non-occopied floor space which could balnce the solar gain on the building since many of the walls are made of curtain walls (Glass). Also, and room service is something I am paranoid about, since many of the dvelopment I have witnessed ignore the fact that your building is designed for the long run and that means it has to be maintained. Its baffeling.Now I am thinking if its viable to have a second floor....
Also, Fire escape is gonna be a bitch since my propesed plans is surrounded by sea :/

As an example, hospitals tend to be about 4m floor to floor.
4m floor to ceiling wouldn't be excessive, though I've not worked on a shopping centre I'd guess at that being the minimum clear height if you think of the displays they have and general feel of places. Could easily be more as well. Have a search I would suggest.
Don't forget room for services! If you are proposing a suspended ceiling this will reduce your effective room height.
