I tend to agree. Full-on night racing always looks a bit... odd in racing games. Dawn/dusk (what the hell would be the difference apart from the orientation of the sun?) with sidelights/daytime running lights on the cars would be much sexier.
And I think any weather effects would compromise the graphics too much, so I'm not at all bothered if they are omitted. By 'weather' I mean precipitation; it would still be nice to have wet tracks with reflections, puddles and spray, and maybe patches of fog to drive through in dips, but rain itself? I think it would probably detract from the look of the game unless it was done extremely well. Maybe next gen when the hardware is really up to the task.
