How is it that periscope manages to stream with such low latency, when GB and twitch have something like 20 seconds?

Have you looked at how utter garbage persicope quality is? I'm sure that helps.

Why does twitch do it on purpose? So they can sell low latency connections for extra (they're introducing those)?

The extra delay allows them to improve encoding/compression, giving Twitch a ~20% saving to bandwidth and archiving disk space.

Yeah. But that also has to go through wireless and work on mobiles. We'll have to see how youtube streaming from mobile works.
