A good montage has a mix of clips but Snipers are still prominent because it takes by far the most amount of skill to use.

Also, the Reach sniper really doesn't have that much aim assist/magnetism and practically none while no scoping.

It has more than Halo 3 but not really that much more. Slow movement is to blame for the ease of use.

To save bandwidth only allow the uploader to download and only have a single clip uploaded at any one time.

Premium service option too with longer clip capability.
