Yeah, the AR is a terrible weapon in multiplayer. It's like Bungie just kept trying to make more and more relevant in each game, beginning with 3 and ending in Reach, and 343 is apparently continuing that tradition. No idea why...
They really need to beef up the precision weapons and then I wouldn't have any issues with the sniper rifle remaining as powerful as it is. I hate 5 shot weapon kills. Way to many times to press a trigger for one kill and that's if you don't miss any shots. Halo is coming dangerously close to a button mashing game. My fingers are going to get tired. Not even joking lol.

The problem here is that you'd lose half the regular Halo players if you put the precision weapons where I (and yourself I presume), believe they deserve to be. I would love precision weapons to dominate, and I'd love to see armor abilities just gone and forgotten about... but ultimately there are far too many players who want to roughly centre you on their screen and spray the assault rifle, followed by a desperate grenade throwing fest and then finally a whimsical attempt at a pummel finish. There are far too many players who play Reach for the ability to fly through the air and reign fire over the map, or to turn invisible and hide with a power weapon, or to run recklessly into the midst of carnage and hold the invulnerability button and hope some poor sap is close enough for grenade spam or pummeling.
I say this because I know far too many IRL who see it this way. Who feel that the difference between COD and Halo is that Halo allows them to Jetpack, and that's about it. Many of them understand the shield/headshot system and seem reasonably intelligent... but many simply see Halo/COD/etc. as shooters with very little in terms of differences.
So every time I get sprayed to death by (often multiple) Assault rifles while I was (in my opinion) outplaying my opponent(s) with good movement/strafing and good aim - I just remind myself that Halo would have far fewer regulars if it didn't allow for some scrub.
