An idea I've been thinking about for awhile:
Each community thread's most respected/active poster is appointed as a "community mod". They gain mod privileges over their community thread and that thread only, as long as they meet certain criteria (approval from thread members, posting in the thread enough, etc).

Blend better I guess. I just can't figure out a really good way to do the effect. A white brush at 1px with altered jitter and scatter settings does an ok job. I have never worked with it before so I guess that is the problem. I am very happy with pouring rain though, I think it turned out great.

Made a new layer of 22 (copy 3) (the rain drops), put motion blur on that, made the opacity 50% on that layer. Copy 2 I gaussian blurred a bit and put at 50% opacity also. I suggest you fiddle around with blurs.
If they really have been lurking they should know better.

The usual suspects in junior hazing have been rather tame so far actually. Just don't do stupid shit, and take any criticism in stride, cuz everyone here means well. Except for that jelyk guy; some men just want to watch the world burn.

it needs a little more bright with chief's body, it amost lost the focus by the dark and rain, maybe another layer then add a little blur with overlay and some color changes
