Isn't it the other way around? With respec people are gonna turn their characters in cookie-cutter builds because they want their char to be the best. No respecs is something only the worst of D2 trogdolytes can support. It discourages build experimentation and encourages cookie-cutter builds for new characters after someone else has done the math and the feedback from the build is positive.

Edit: And seriously... Diablo 2 is probably the only game where the no respec thing has actualy worked in my opinion. Having respecs in Diablo 2 would be weird imo.

However, it's hard to think of London-even post-apoc London, as not having adverstising around. It's part of the modern urban landscape, and if done properly (like tattered but still reconizable billboards, ads on lorries, etc.) I don't see how it's a big deal, IMO.
