Borderlands does run like shit, so don't worry about that. The easiest way to see if you're CPU limited is to run task manager in the background while you game for a bit while suffering slow-downs, then alt-tabbing and looking at your cpu usage. If all your cores are stressed to the limit, you're definitely cpu-limited, if only some of the cores stressed, then the game you're playing isn't multithreaded properly.
What cpu do you have? Anything modern that's considered to be "high end" shouldn't limit you unless you're aiming for 120fps.
Also, there is no blanket "Max Voltage" for CPUs. Every model is different, even then every stepping of every model is different. I suggest looking at what your cpu revision is in cpu-z and then looking around the net and see what other people are doing to OC your cpu.
