I think my XFX HD 6850 1 GB is faulty. ATi drivers have been crashing for years now and it did it yesterday one more time. This time Windows went to a black screen then I restarted and two vertical blue bars appeared in post. Then I went into bios and those bars still appeared. Then I allowed Windows to start and it was a black screen. Does this mean that it is overheating or bad vram? I cannot test it out since I don't have access to another gpu. I don't think it's the monitor since those lines don't appear while I use my Xbox One.

Probably better, but likely only marginally so, since again, you'll primarily be bound by your GPU. Better to get the more power efficient chip that also comes with a full warranty.
Board wise I don't believe there's anything cheap with onboard wi-fi yet for kabylake, but honestly? A PCI-E wi-fi card can be bought cheap and serve just fine. Pick up a Gigabyte B250 mATX board and you're set.
Having checked on the case, it comes with a fan at the back, and while there's room for two 120mm fans behind the front panel, they are not shipped as part of the package.

you can easily drop 300$ with a cheaper case and a 1700 series cpu instead of the 1800x, which for most purposes is not going to give you that much more performance than a 1700
an 850w PSU is also a bit overkill, a 650w will be more than adequate for those parts even with a dash of overclocking
you can save quite a bit on the mobo as well if you don't absolutely need an x370 chipset

Not sure if it's normal, but I'm getting a little image jank/stutter when I pan the camera in Overwatch or PUBG with G-Sync on. My monitor is the Dell S2716DG - 1440p 144hz, running on GTX 1070. In Overwatch my FPS is ~105, I have it set to cap the framerate to the display. I have V-Sync and Buffers off. Not sure where else to look.

so..i uninstalled the windows store app - how do i get it back?
it was basically stuck needing an update which never completed, and a dew links suggested uninstalling and reinstalling. only the install part failed
If you have the Windows Creators Update, I've read it can break G-Sync. Other than that only thing I can suggest is making sure G-Sync is set for the game in Nvidia Control Panel and toggling G-Sync on and off again. Make sure DS3 is running in fullscreen mode instead of borderless or something.
