Click the red tab with the two heads and it'll bring up the groups.
Down below in the Groups page, there are "+" and "Edit" buttons to create, delete and modify groups.
If you can't see that red tab, you might need to create a group in Address Book and sync back. I don't think the iPhone showed me the group panel until I did that.

If you any mail service on a server, like Gmail, then it doesn't matter which device you access it from.
