I guess you can blame it on the artist for exaggerating their build.

edit: Ippo's arms looks alright, but the body is a bit exaggerated though.

Look at Kid Yamamoto. He's freaking ripped and only 140ish.

I agree that it's unlikely a 125 pounder can be that big but who knows. That's pretty close. Almost plausible.

Still a 40-50lbs weight difference would be enough to beat Ippo. Of course no way in hell Rocky has a chance against Takamura. He took out a bear man!
