Something like that has crossed my mind. One date for "Start summing from here" and another for "Actually display starting from here". The simplest way of doing this would be something like (in a rush, didn't check the direct SQL page to get your actual schema)
"SELECT SUM(weekly_sales) FROM hardware WHERE date<'{$my_minimum_date}' AND console='{$my_selected_console}';" and dump that value into either the y axis origin and initial value or just the initial value depending on how you want the y axis to look on the graph.
Since you don't (yet) get paid for this, feel free to ignore the request, but I think it might be useful for a few things and I can't imagine adding the radio button and the SQL query to re-align the initial value is very tough.

There are no complete numbers for Europe, but Wii has passed 360 in the UK (360's best EU market) and has a huge lead (+1,000,000 to 500,000) in France. Wii also leads in Germany.
UK, France and Germany are the three biggest markets in Europe.
