You don't have to be a racist to tell a joke like this either. The joke is racist, but the teller of the joke isn't automatically racist for saying it unless you think that comedians who say offensive shit should automatically be labelled sexist/racist/whatever for saying the jokes they do. Its just that kids ARE stupid and ignorant of why they should keep their mouth shut and don't understand the implications of what they're saying.
Its very easy to sit here as an adult and forget what being a kid was like. You may have been a super, upstanding, moral and emotionally mature teen and whatnot, but most kids aren't. Don't go crucifying them for that just because you were different(if you even really were, I would be highly sceptical of anybody who claimed they were morally mature at that age).

Nobody I ever knew growing up outside of Houston ever said shit like this. I wonder how much it has to do with the level of multi-culturalism in the area. In Missouri City/Sugar Land, we were almost even across the board, and I can't remember hearing the N word even once. Kids were of course mean to each other but it never crossed that line.
However, I've found multiple people since moving to Ottawa and then Montreal who think it's ok to say it as part of a joke in private. In comparison, black people are an incredibly low percentage of the population.

--When Americans are asked to picture a drug dealer, they describe an African American male, even though the majority of drug users and dealers in the country are white.
--Black youth are perceived as older and "less innocent" than children of other races their age.
--Enough African Americans are being exposed to enough anti-black attitudes and racial discrimination that studies have been conducted that have demonstrated accelerated aging in black men due to it.

--White people apprently raise their kids to believe that fostering and/or parroting racist jokes and attitudes against black people is "Ok if you're just being young and stupid", or approaches it lightly as "something all kids do."

It's applying context to the situation and believing that people make mistakes, especially when they are younger, and that as long as they're learned from, that they should be forgiven.
