I think it's making fun at the piss poor facilities that somehow costed $51 billion (the whole event did, but still, it's ridiculous). It creates a funny atmosphere when you have cheap buildings and Russian Engrish - I don't think anyone really makes fun about the people in Sochi.While I'm all for protests about lgbt rights, I'm finding the "lol Sochi is so backwards" thing going around the web kind of mean spirited, the problem is not Sochi or the people who live there.
