It's dumb, the number pad comes up but I can't input the numbers. I wish Nintendo would loosen up on needing the gamepad a bit. Oh well, new one comes next week hopefully.

I think so. Mine unlocked after I finished the final 150cc race but I had at least one star in each cup.

it's probably just one gold star each for all. I don't know because I just reset until I won with 60 points for three stars.
You just have to be first in each cup, no need for any stars.

I was trying to do this but they kept getting me in the final race of each cup with the "coin, coin, coin, coin, coin ... oh look, here come the blue shell!" right before the finish line and I finally lost my patience.
I'll go back and get all the stars after I get some mental therapy to calm my nerves :{
