Are you sure you're not mistaking some weapons just not having a timer? I've experienced both before any patch came out.

The patch for Ground Zeroes is to upload your save to konami servers so that you can use suits and to use the prisoners that you rescued in the Mother Base.

The patch for TPP is probably one to download those saves from their servers once their serves is up.

Most advanced weapons have always had a timer. I guarantee you that. But the lower level stuff was instant.

Are you just doing more advanced development? I'm on Xbox One which has had the patch since last week, and had 0 second timers on some weapons.

Basic weapons still develop instantly. The advanced weapons still took time before the patch. The only difference is that the patch changed the timers from percentage complete to time left.

This isn't right at all.

It's just prisoners and unique soldiers that you capture, and unlockable skins. Percentage completed does nothing, hard modes do nothing.
