Pretty sure Iran has the military capability to rapidly destroy a school in Iran if it wants to, especially if part of a preplanned response to attacks. 'If we get attacked, there will probably be strikes against our military bases' is not exactly a difficult prediction.

The most likely explanation is Iran did it. Their subsequent use of schools for military purposes providing a very clear incentive to do so.

It has nothing to do with hamas or irgc — school and hospital buildings were used by the both sides in Ukraine. This does not necessarily mean that civilians are present there at that time.
