Modern fighting games like this are slowly morphing into full GaaS / live service games. They will probably continue releasing new skins like this for the game even after it's fully fleshed out.
Case in point, the "Ultimate Edition" just released for next-gen consoles and includes the Aftermath DLC along with the first two season passes.

I really liked it, especially Legacy 1.
Sub vs Scorp fight was the highlight, but cyborgs almost stole the show.

I love MK11 so much in every way but the music. You're absolutely right, the music is just ambient boring garbage. The one thing Japanese fighters seemed to always understand over western is the importance of great music. It's so weird too, as the Japanese Street Fighter 2 the animated movie soundtrack is garbage, while the western is fucking rad, and the MK soundtrack is rad, so clearly we understand the importance of rad music for movies, but for some reason it just doesn't make into our games, or at least not as often as it should.
If Netherrealm smartens up and releases a movie soundtrack pack, they are gonna make some extremely easy money off of me.

I swore this game off due to the sjw/reesetera/CultofTwitter/wokistas/bullshit. Nothing worse than a game company pandering to reeeetarderas yet have no problem with ultra violence. This series was my favorite outside of Soul Calibur (which thankfully still has the sexy, along with street fighter).
