Glad to see this thread being made. I dont think it's at all acceptable.
I can't think of ANY other game that re-releases a year later, and charges again for old content. To those saying they are inconsequential or don't matter: that's not entirely, or the point.
The perks are pretty significant as are the Enforcer sidearm and Silenced Auto Rifle power weapon.
Non-buyers lack the ability to create their own loadouts with a few features that can give a player the freedom to customize their desired playstyle.
To lock content like this is just a terrible way to grab a few more dollars from new players. It says something about the state of DLC wherein new players who pay full price must pay even more just to match the other players, right from day one.
Additionally, regardless of if there are preset loadouts, those loadouts dont have the full effect of the locked content. For example, Bomb Expert is capped at level 2 in the preset loadout. However, the Level 3 version (which you must buy to create a level 3 loadout) makes you immune to placed bombs (which plays a big part of the game).
This is a significant advantage. Players throw bomb traps (think Claymores in COD) around the map to trick players. All of a sudden, if you pay, you are immune to these bombs.
How is this not advantageous? How does it make sense to say "yeah well, there are better perks/guns available"? Regardless of how good or bad the locked content is, it is behind a paywall that shouldn't be there for old content that already exists.
Why do new players have to pay even more to get the full experience? I don't get it.
