Or, you could try to imagine a few more options for your toolbox in trying to resolve situations like that.I am asking a legit question: What do I have to do when I feel that a troll is messing around: report and risk being ignored or say fuck off and make the justice by myself?

You should know by now we're not heavy handed and give users every chance to adapt. A day after being warned and asked to tone down the trolling, they continued to act like the below:

These are not good natured posts. They are low effort posts designed to antagonise and derail threads into arguments. The user was issued a reply ban and again asked (within the space of a day) to tone back the antagonising and trolling. You will also see the note on the ban page makes reference to these previous requests and warnings. They have now been given a week away to seriously consider how they talk and engage with other users. If they continue in this vein, the next warning will be swifter and the next ban will be much more significant.
After two warnings in the space of two days (clearly stating the issues and asking the user to address them) they then think it is appropriate to continue running into certain threads attempting to derail or shut down discussion - basically just going into threads to carry banners, without making any real point or offering anything constructive to the thread. At all. Non-hostile trolling is still trolling, a change of tactics does not mean a change of aim. And just so people are prepared, there will be multiple warnings appearing for others who have been doing this as well in the last few days. You should know this is not acceptable, given you are probably the most prolific reporter in the next gen thread and get antsy when they are rejected. I would ask that you start to 'police your own' because while you seem a polite and balanced individual, others are not and are just spoiling for fights. Hostility does not equal antagonism, as ACW's history shows.
There is a real disconnect between several users being able to actually discuss topics around Sony and those who go in to stifle debate and shut down any sort of peripheral discussion. As most people here now co-exist quite amicably, there are a small number of posters who aren't interested in any discussion, who repeatedly post the same point in a different number of ways, across many, many threads. The pattern that is now evident is that threads seem to start and they are good natured, or searching in answers/debate. People go back and forth generally talking about sales or speculation, then a number of posters turn up to ruin those threads and turn them very hostile indeed. If you want a place to just react and argue in this fashion then Twitter excels at this. We moderate for the community, and a handful of people (always the same people) are trying to dominate that community and thus making it miserable. This is not a path that is acceptable.
The poster you quoted and are lobbying for action was responding to one of the posts I have mentioned above. We have made it clear before, if you attempt to bait users, it is likely that you will be moderated, rather than the person being provoked. As such, that user was removed from the thread and warned about future conduct.SatansReverence does not have any current active warnings, and from their posting history does not make a habit of trying to deliberately antagonise people, ignore requests or derail threads. so we do not feel their reaction is disproportionate to the level of disingenuous trolling that took place.

About my question, what I would like to point out is that I have been told several times that the best course acction when you see a user trolling or baiting a thread is not to take the bait or engage with the troll in the same way but to report it.
So if the next time I see a guy trolling around what I can do is to tell the guy "fuck off" instead of reporting him, I am also risking to derail the thread big time with a stupid off topic fight because the troll can also fire back.
I reported that "fuck off" comment because I founded it againts the rules "NeoGAF is a forum for holding civil, evidence-based discussion" but I did not get a response. I even askedMod of War: Remastered via PM about the outcome of my report but I did not get a reply so this is why I posted here.

Imagine trying to shame someone for using the report function. The mods know what they are doing and have stated reporting helps. Doesn't mean that everything that is reported gets moderated against as they may not see any issue with it.
Hi mods, may I ask you why my thread was closed, while another similar one (only with negative opinions) remains open? At least be fair to me and close "negative" thread as well.
But I must say my thread was really worth the effort, because it shows people who really played the game but are disappointed still see many positives and rate the game highly and I can also see similar opinions in other threads as well. My thread was a place for honest people and honest discussion about TLOU2, but I guess even simple rules like "post your impressions only if you played the game" are too much for certain people.

I'd like to see the report button removed and add just one more step no matter how small to cut down on its abuse. Perhaps ad a 60 second wait timer before you can post the report, I'm sure that would be just enough for the most frivolous reporters to not be worth the effort to make.
If somebody does abuse the report button the mods can always take that away. And report only brings the mods attention to the comment it doesn't determine if the user will get punished or not.
If people have an issue with people getting banned or having their comments edited, that final decision falls on the mod not the person who reported it.
I've been on the boards watching PKM's content for awhile. It's not that I want more of it. It's that PKM isn't the only one doing it.

"Pointing in the right direction" is what I'm attempting to do now: go ahead and ban the Neo Nazis / anti semitic posters, but leaving the propagandists and racial supremacists largely untouched will continue to create new extremists to fill the hole left behind with their own contribution of slide threads, antagonism in the community, etc. Unless I'm misunderstanding, the nature of PKM's ban which was linking to a neo nazi account (not the story in question, but the acct). Combined with their post history, it was better to just part ways instead of giving them yet another chance. I get it. They weren't posting neo nazi content, though, which is why I'm surprised by the harshness.
While Indo agree PKM has had angry posts the guy he quoted was quoting Matt Walsh from the Matt Walsh show on a known Jewish/Christian/Conservative YouTube channel and did a segment on the Karen issue today. That is Ben Shapiros company. I find it all strange, this culture war.We take care in dealing with any extremist group, whether they are left or right on the political spectrum. Folks who openly promote and defend hateful, racist groups such as Nation of Islam or local terrorist organizations such as ANTIFA will be dealt with the same way. As we can't see everything ongoing in all the threads, we would like to remind all users to use the report function. We will discuss further actions as a team and decide the best course of action afterwards.
As for PKM, he has had a long history of delving into alt-right/neo-nazi territory in the past. His recent posts have simply tipped the scales and we decided, as you said, to part ways.
