I think they wanted characters who looked alot like the cartoon drawings in the Grand Theft Auto series.

the characters and vehicles look like they were pasted onto the environment. its very odd looking.

Some shots actually look pretty cool. Others look odd. Have to see it in motion and in high def to really decide...
