If xbox have to target 4tflop 1080p and 12tflop 4k machines, while sony targets one 9.2tflop machine with from 1080p to up to 4k resolution, he says that Sony could catch up (most) of the power difference because they dont have to make games two machines in mind + xbox could lose some perf/visuals because of two system approach.
aka ps5 could use it's power more efficent while xbox would lose some power.
and if xbox would design 1080p game that uses all the raw power of 12tflop machine, it would not run 1080p on the 4tflop machine. while ps5 could target the same 1080p with higher details and dont worry about the slow machine.
Because xbox could not make a game that runs with super ultra details @ 1080p with the faster machine, because it would not run on the slow machine, but sony could do it as they dont have slower machine to worry about.
At 4k xbox could take a lead because of better specs, but sony could do tricks to make differences smaller.

Having one system gives you an option to choose 1080p with max details or 4k with less. with fast+slow system the slower system is the lower limit at 1080p, unless dropping details or have lower res than faster system. (if for some reason they would design 1080p game for all the systems)

So while PS5 was using Ariel and Oberon devkits at that point, Microsoft was at best still using PCs with target specs. And surprise, the best Navi based GPU available at that time was
5600 XT: 36 CU, 1.75 GHz, 8 Teraflop
vs.
Ariel: 36 CU, 1.8 GHz, 8.3 Teraflop
vs.
Oberon: 36 CU, 2 GHz, 9.2 Teraflop
