So the NFL is giving Oakland money to build a stadium, but would not take the money STL tried to give them to build a stadium for their second richest owner? And there's already a stadium in Santa Clara?

NFL owners do not want a more powerful Davis-owned Raiders, but they also are more reluctant to allow the historically significant AFC franchise move to San Antonio or St. Louis.

This would be my guess. History might not matter, but I'm not really sure.

It doesn't. History didn't stop the Browns from moving to Baltimore in the 1990's. Only the Steelers voted against the move because they had a lot of respect for the rivalry.

I doubt anyone plans to move the few teams in the West to the East. San Antonio or LA are really all I ever hear talked about. San Antonio fans are big into sports. Florida fans all become Patriots fans anyways because they got no balls like Tom Brady.
